Any item downloaded directly from BoundingSquirrel.com without a watermark and described as "free clip art", a "free illustration," "free printable," or similar can be used personally, in education, for charity, or commercially, in any way, as long as you do not sell or give away the file "as is". Copyright remains with me, Clare Walker.
Update in 2025: Please be aware that the image display process used by Google (where BoundingSquirrel is hosted) can quite often shrink the size of an image on this site. Therefore, even if there is no watermark, please take care that the resulting image is large enough for the purpose you need, especially if you're printing the item.
If in doubt, consider purchasing my full-resolution images for a small fee (eg via Craftsuprint).
